PM Launches ‘Apna Meter Apni Reading’ App to Curb Overbilling and Modernize Power Billing System

ISLAMABAD: In a landmark move to digitize Pakistan’s electricity billing system and eliminate overbilling complaints, Prime Minister Shehbaz Sharif has approved the phased removal of meter readers from all power Distribution Companies (DISCOs), excluding K-Electric’s service area. This initiative will be spearheaded by the soon-to-be-launched “Apna Meter Apni Reading” mobile application.

The decision was taken during a high-level meeting chaired by the Prime Minister on June 17, 2025, where he directed the Power Division to immediately soft launch the new Power Smart Mobile App to identify and resolve any operational issues before its formal nationwide rollout. The app will be equipped with multilingual support—available in Urdu, Punjabi, Sindhi, Pashto, and Balochi—for broader accessibility.

Currently, meter readers capture meter images that are used to generate electricity bills. However, widespread complaints of inflated and inaccurate billing have prompted this digital shift. The new app empowers consumers to self-report their meter readings, enhancing transparency and efficiency.

The Power Division has been tasked with preparing a comprehensive media campaign—backed by a Rs. 316 million government allocation—in collaboration with the Ministry of Information and Broadcasting. The campaign aims to raise public awareness and promote the benefits of self-metering. A detailed Terms of Reference (ToR) and responsibility matrix involving the Power Information Technology Company (PITC) and MEPCO has also been established to guide campaign execution.

Prime Minister Sharif directed that savings from reduced administrative costs associated with meter reading be passed on to consumers. DISCOs are also seeking PITC’s support for media content development, vendor coordination, and public service airtime across electronic platforms.

To ensure a seamless rollout, technical validation of all relevant digital platforms—Apna Meter Apni Reading, CCMS+, Lineman Mobile Solution, and Power Smart App—is underway to build consumer trust and prevent disruptions.

This transformative step is seen as a major stride towards digital governance and consumer empowerment in Pakistan’s energy sector.
